I know your pain. I hate it when I'm thinking of something very specific, but I can't name it or figure out what the connection is between it and what made me think of it.
It's stuff like this that can drive a person to levels of insanity previously unexplored... Like spending an entire weekend furiously combing the entire internet looking for a single, obscure little article I once noticed three years ago.

Fascinating.

The first thing I thought when I saw that pic was:
Huh. That seems like a real difficult hair dye job to pull off IRL.
Number 2 thought was Kinda looks like the cup is covering her nipple rather than her clothing...
And then the third thought was Great Googly-Moogly, look at those eyebrows!

I think the thing to do might be a hybrid approach. From the look of those dyes, I'd guess that a lot of them would fluoresce quite nicely... so, adding a few longwave ultraviolet LEDs would highlight the 'do quite nicely.

Even some hair gels fluoresce, and I suspect that arrangement needs a fair bit of gel to stay swooshed properly...

Not having seen Kill la Kill before (and not much of an anime fan - oh well), I took a look at YouTube, enjoyed grinding through about an hour or so, and realized two things:

This is the most hyperbolic, absurd, dynamic, and prototypically Japanese art form I've seen in a while, and:

It reminds me so much of Beowulf, wherein every character entering the scene for the first time gets four pages of who they are, where they've been, what they're on about, and now I shall kill you for insulting my mother.

Yes, I can see the epilepsy warnings now...
