I prefer this version to the untoned one on eBay.

At a guess (and based on what seem to be his usual practices) he did the original on white Bristol stock, scanned it, and then overlaid it onto a digital scan of a darker Bristol (or similar) board. That's similar to what he does with most of the daily strips, adding photograph-based background imagery "behind" the pen-and-ink artwork.
The background for this one might have been an actual scan done just for this one use, or it might have been a stock stock image (sorry... only slightly so, of course, but still...)

The figures are toned slightly darker than the background. Compare Atsali's legs to the BG tone around them.

Paul also likes subtle tonal distinction. I really admire his use of neutral tone markers, both warm and cool.
