Yeah, took me a few minutes but it finally clicked who Castella was supposed to be.

So, who should Katherine be to fit in? Another villain or maybe Batman. (Though, with her eyes and Batman's mask it would look really creepy on her)

If it's a "comic book villains" theme, and you don't mind crossover situations, then with her eyes and her recluse connection she could go as Spider Man's nemesis Doc Ocular.

Cassandra Cain. (Though she's really too tall in comparison to Atsali; Cassandra is only about 5' 5" or so.)

Just looked at the page again, and I get it . Catwoman and The Penguin. Cute.

Naturally I thought of Spider-Woman for Katherine, but she's a Marvel heroine while the girls are Batman villains. So from that list, I suggest Katherine dress as Talia al Ghul. She's not quite as recognizable, but Katherine already has the white shirt, jodhpurs, and boots outfit and she can brush her hair over one eye. See also here or here.

Legion of Super-Heroes member Dream Girl (Nura Val). Her sister, White Witch (Mysa Nal) also had white hair, at least for a while ...

(Current? me? other than Astro City and the Alan Moore stuff, I don't think I've bought a super-hero comic since last century ... the webcomics are more fun anyway ...)
