American cell providers hate phone tethering and charge exorbitant amounts if they allow you at all. It cuts into their ability to sell separate data plans for your other devices.
My prepaid phone doesn't mind if i tether - granted, i only get the first 500 meg/month at 4G speed, but if i were to go to the $50/month plan, it weould be several gig before throttling set in.

And even once it cuts back to 3G, there's still no usage cap.

It's Sprint, re-sold by Kroger.

Louis slips into the hall through the back passage. To his slight irritation he is, initially, unnoticed. The assembly he had left some days before — in favour of, ahem, sport in the far, fraying ends of the canvas labyrinth — appears inflamed, dominated by loud voiced demands for action, retaliation, shows of force and the like. Even that fascinating young fellow with the backpack striking poses as if he were some Nizari Ḥashshāshīn, yet again, in this life.
    This is a bit odd. He pulls a golden turnip from his embroidered waistcoat’s fob pocket: half-past Friday. Surely everything should have been resolved by now? He squints at the watch face then presses one of the knurled protrusions of the casing; with a quiet chime the watch unfolds itself into the golden spiderwork of an orrery prognostication engine. Observing the resulting dance of planetary angels and interactions with the conceptual putti Louis purses his lips and gently taps them with the handle of his cane.
    “Lou! Lou! Help me Louie the XIV you’re my only hope!”
    “Greg, darling, you really must stop calling me Lulu. What happens in the jacuzzi stays in the jacuzzi. What is your problem this time — you haven’t dropped your lucky pope soap ‘by accident’ again have you?”
    “Louise, this is no time for risqué jokes! They,” the old Sergeant gestures back over his shoulder, “are working themselves into a lynch-mob frenzy! Assassins. Rolling artillery barrages. Bombardment of realspace locations from orbital forts off even further out on the i sigma than this hall! I can’t control ’em no more — even when I creep round the outside of the argument and whisper suggestions of what to say into their ears—”
    Louis is astounded. “What, Sergeant? You mean that this whole topic is written by you and just posted by your catspaws? My dear chap, don’t you see how ridicul—

Louise gave a sweeping bow

    “—ous that notion is! Ah. I see now. That is certainly not my tone, there’s not a whisper of an innuendo there. Such a waste,” she sighs. “Sergeant, have you ever considered that you might be possessed by some manipulative other-world force, such as a Nü Gui?”

She gestures with her cane towards the orrery. While the creature calling itself the Old Sergeant is distracted by the glittering pattern, Louise slips out of this reality into something more comfortable, far, far away from a retaliatory strike by The Cable Company or, say, a golem irritated that someone else’s machinations were about to glass much of north America…

Turning away and heading back to his tent, simultaneously stripping Greg's gear off, he spoke softly to himself.

Damn. With all the electronic junk I've collected over the years, you'd think I could lay my hands on just one high-bandwidth hyperspace-connected Internet portal! I've got transistors, tubes, capacitors and inductors, SCSI cables, a homebrew reflow oven, a box full of spare disks, Geiger and scintillation detectors, JTAG interfaces, RF generators and spectrum analyzers... and not a single damned megabit-capable dimensional shunt.
