They were trying to teach aquatics to hold human form while in the water. Embarrassment is a physically harmless way to enforce that. Now psychologically harmless or not is another kettle of fish.

The "bikini" bathing suit was named after the Bikini Atoll, a cluster of coral islands that was used as the site of multiple early atom-bomb tests. So there's not much left of the islands.
If the sea level rises as predicted, the remainder will be submerged.
So then the new bathing suit will be Nothing Atoll.

There was a "Beanie & Cecil" episode where they went looking for Dinah Saur on the No Bikini Atoll...
