Having known somebody back in my 20s, also of that age, who wore a bandana as a top like that, I still remember her calm, earnest reply to those who dared to comment upon her fashion choice:

Looking at the way she is dressed and thinking about their later visit to the Cerberus brings to mind the last time my beloved bride took me out drinking for my birthday. There was a younger college age lady who was serving drinks in our area. She was dressed like Stali and endowed much like her except her top was an old fashioned red bandanna. After watching every time she passed by (i weren't the only one) my wife looked me straight in the eyes and asked if i would like her to ask the young lady to remove the top so i could have a better view. Apparently yes please was not the correct answer since she informed me we needed to go hone now it was past my bedtime. That was the night i found out please was not a magic word despite what i was taught as a child.

hah, well, i would be kinda wondering, if my date wouldn't look at all... a sight like that is not really common so i would be looking myself. however, i would of course question ( nicely ) his choice of body-type, since between the two of us, atsali and me would still have a nice set of breasts each, but the looks i get is for legs and ass, but definitely not breasts...

Somehow I can't imagine that Atsali regards her boobs as non-sexual, no matter what Kath's experience with her own breasts might have been. First, Atsali was acutely aware when they appeared that they would be proof to other people of the over-sexuality associated with her heritage. Second, Atsali has a girlfriend who has blatant (so blatant that even Atsali picked up on it at the movie theater) sexual desires to grope Atsali's bosom.
Atsali may have come to the conclusion that how other people view her parts is Not Her Problem, but I'm pretty sure she's aware of the bust/sexual connection.

why do i get the feeling that as soon as they get near the club, Nadette will morph into a slightly OLDER looking woman, and that they will be let in to the ADULT side of the club... Atsali being let in as well, based solely on the power of her boobs because the bouncer wasn't even looking at her ID... and hijinks ensue... ending with Katherine getting a call MUCH LATER than 2200 from Nadette's parents about where their daughter is, or from the cops asking basically the same thing... only they already KNOW the answer... that location of course, being in the back of the cop car...

I wonder if this might have been Atsali poking parental or perhaps societal boundaries. She knows how people regard her excessive endowment; after she was kicked out of the pool that time, she agonized and raged about it. She may have deliberately chosen to wear that napkin to see A) If Kath would object (as it turns out, no); and B) If the mall people would dare raise a fuss. I imagine that even if they don't, the catcalls she'll get from hormone addled teens should persuade her to dress more in the future. Assuming she understands it's her they're making noises over. Nad' might have to tell her...
