It's even easier than that. Monica has shown the ability to poit large quantities of snow. Jin literally just now (in the comic) demonstrated that same capability by poiting away all that snow on the island.
Tepoz doesn't need alcohol to poit stuff. All he had to do was poit a big chunk of snow out of Canada or Russia or Antarctica and I to the area directly above Monica.
Easy peasy.

Yes, BUT- cooled Alcohol will freeze water, it's all a matter of degree.
But the Glitch-miester has a simpler answer; transport existing snow overhead...
