It seems most likely to me that demons have been and currently are inhabiting various nonhumans, though it's hard to say which types exactly (it would be rather awkward to be a demon trying to inhabit a demon-eating sphinx). A few different bits of exposition make me think that:

First off, Phix says that demons have been around probably for trillions of years, and Georgette's Guidance casually mentioned previous universes. So they've been around for a good bit. Humans have only been around for the tiniest fraction of that time.

Second, when Tina was telling Monica about the history of people, demons, and sphinxes, she said it in a way that made the laws regarding demons sound as though they were already an established thing when demons started moving into humans. If there were already laws about demons residing in people, then there would probably already have been demons residing in people to inspire the laws. Also, she says, "Demons took liberties with each new sentient creature they discovered". While that could be a somewhat odd and overly-generic way of saying that they took liberties with each new human that they came across, it sounds more natural if it means that they took liberties with each new sentient individual, regardless of species, that they found.

Third, Monica describes Calista's demons as always being with her and as being independent entities, and that the whole introduction to them was an attempted lesson in getting Calista to learn how to recognise and balance their voices. It would be really convoluted for Monica to create those demons out of nothingness just for that exercise. Perhaps possible, sure, but it sounds very unlikely.

Of course, Monday we might get a new strip showing Monica teaching Calista more stuff and mentioning how only humans have demons. . .

The key to demon infestation may be a Human factor. If there's human blood somewhere in the line, demons can come in and infest the being.

Of course, this is starting to sound Samuel Beckett-ish (anyone wanna Quantum Leap?).
