So, re what Tepoz said in the second frame: just who is it who gives him his assignments, allows (or doesn't allow) him the freedom to act, and decides whether what he's doing is or is not too hurtful to people?
I've never been clear on whether we've actually "met" the people who set the rules for Tepoz and the three Golem Girls, during the centuries before Monica's birth. I think we know that they're survivors from Lanthis, and might be among the "immortal politicians" who were immortalized by Mayahuel, but I don't think we know much more than that?
So, who pulls the strings of our Smurf?

Well, apparently Kukulcan was acting as Tepoz's direct overseer, and I think that he and the other immortal politicians were being influenced by Jin.
