Given the way the top and bottom match, on the
link provided for us by jwhouk yesterday, my money's on it being sold as a "complete" outfit (for a certain definition of "complete"), or at least as a mix-and-match among similar items.
Perhaps she bought it as an outfit to wear for Nadette, while her mother thought that she was buying a cute hair-wrap. . .

It could have been sold as a two-piece outfit with a matching bandana . . . and we haven't seen the actual top.
I am surprised Atsali's actually comfortable without a bra.
