As someone who still feels like kicking himself at the missed opportunities identified in retrospect I fully give Atsali the benefit of the doubt that she really was clueless to Nadette's true feelings. Damn, I need to hurry up and build that time machine...

Katherine has shown remarkable wisdom with both of these children- an insane task with normal humans that are not your own flesh and blood, leave alone supernaturals. That she has had parenting class would seem only logical (assuming one knew them to be available) - yet we need to remember this is the lady who took her beta fish to the beach in a fishbowl after a long period of reclusive existence.

I suspect this refers to how Sali perceives attraction. Sirens and incubi generally do not perceive affection at all, they expect it subconsciously. Both attract the opposite sex with great ease and it is their nature to do so. To them having others attracted to them is normal so they don't even think about it, or that their reaction to it could hurt others. It is like being tall. You are used to other people looking at you in a certain way and don't even think about how others feel about it. I'm 6'3" and when in a store I have often unthinkingly helped shorter people get an item down off a top shelf. I didn't even ask if they want the help I just take it down and hand it to them. Then walked away. To me I'm just being helpful, but to some of the others they resent what I've done. I've had people snap at me for doing that because they thought I was putting them down by thinking they could not get that item themselves. That is what Kathy means by being careful. You have to pay attention to other people and try and read how they are really feeling and how your actions will impact them. Took me years to learn to always ask if they want help. As others have pointed out, the situation is developing a fractal level of complexity. That's quite common when you have a plot which involves a strange attractor. No matter how close you are when you enter, you'll find yourselves arbitrarily far apart some time later. And, no matter how distant you are when you start, you'll find yourselves being intimate companions for a while at some later time.
Sounds like a good description of a teen siren's love life to me? Especially the bit about bifurcations.

So... it turns out she really is that clueless... and it's genetic, to boot! 
I think it's nice that Katherine was able to take a parenting class, with focus on the species of kids she was adopting. I wouldn't be surprised if that class was sponsored by MIB. Although it could also be part of the adoption process, and therefore sponsored by the orphanage itself. Either way, nice touch.

I think it is a very strong possibility that the orphanage and MIB are part of the same system to hide the paras from the norms. Can't have homeless para children mixing uneducated with the norms without getting something like Batboy from Weekly World News, except everywhere. I mean can you imagine something like Castela getting plopped down in downtown Chicago untrained in how to blend in?

Ugh. This is a bad time for stuff to be added in. I already mentioned this issue was like staring too closely at a fractal. Adding more elements to the story will just make the thing into a three-dimensional fractal.

At what point does Kath's motherly instincts begin to smother Atsali's life experiences? She's a siren its been made painfully obvious that Atsali doesn't like the stigma attached to that, but she's still a siren/incubus (succubus [she's female]) hybrid. She's going to have to learn to use her siren skills... To expect her to ignore eons of hard wired evolutionary instinct isn't really an option. I recall a conversation between two of the adults, sometime in the past year or so, to the effect that MIB has only recently started taking an active role in helping guide and protect the younger paranormals. So, the parenting classes might be a fairly recent addition to MIB's work (along with e.g. the "mall visit" supervisions).
