Pointless Propaganda. ICBM missiles are pathetically easy to shoot down, due to... yanno... their ballistic trajectory which any High School kid can plot, even with the crappy public school education available here. So unless they think they can actually get their subs within about 300 miles of an American shore (probably try for Hawaii, since it's the closest, or LA harbor since it's got a higher casualty list and won't need to either cross Cape Horn or around South America), it's nothing more than a propaganda stance. And if they wanna think that... hey, no problem. Since they won't officially admit their subs were going to nuke us, we won't have to officially admit we sunk them.
They've been saying this ever since we got involved with Korean War (or whatever the hell they're calling it these days). All this does is make Japan nervous... and that's a supremely stupid thing for NK to do. Granted, China is egging them on as hard as they dare, without being tarred by the same brush, but if they go too far, even China is going to let their cat's paw go down without issue. Attempting a nuclear strike on -any- first world nation is going way too far, and China knows it. They won't want to get involved in that pissing match. In fact, to 'prove' they had nothing to do with it, they'll probably invade NK, quietly assassinate anyone who knows better, and install a different puppet government.
