I have to wonder how much of this is Olivia being clueless and oblivious, and how much is intentional on her part. I can think of a number of reasons why she'd be intentional about this:

1) She's socially maladjusted, and doesn't know how else to interact with people other than resorting to sex appeal (kind of a less extreme example of what you see from people who were formerly raised as sex slaves).

2) She wants to prove herself to her family, and show that she can establish her own relationships on her own terms.

3) She's genuinely interested in Castela. Perhaps she's thinking about trying to split up Castela and Shawna, or maybe she's willing to try out turning the apartment complex into a para poly party place.

4) She or her family learned who Castela's aunts are, are eager to enter that social circle, and think that seducing Castela might be the best way to go about that.

5) Being around an ambulatory plant is triggering a too-intense training in floriculture.

6) This is her way of testing Castela, seeing what sort of a person she is by how she reacts to stress.

7) She enjoys messing with Castela. After all, who in this setting doesn't? Maybe dragons are extra fond of chaos.

Seeing as how they had just a little while before been with Tina, I doubt that she has anything really nasty planned; Tina probably would have spoken up if she sensed anything too malicious going on in her mind.
