I would say, it's a combination of things. Yes, the eyes did stray a bit South. And, the sudden cold might have... Enhanced some things. But, also, M is coming off as a bit loony-toony.

I suspect Monica is well aware that being a sub-Titan and a Jaguar Girl will only get her so far in dealing with The Powers That Be.

And, in a world where Force itself is personified, it's entirely possible that Nature is also a Being... one who doesn't like being dissed ;)

So, Monica is just getting out of snowball range. She'd rather hurry back to where she can cuddle up around the cheery glow of the vintage new-old-stock Sovtek tubes in her stereo amplifier.

It could also be that Nadette has simply never seen proof of mother nature. Much like a car wont mess up for the mechanic.

My guess would be that it's because she's a person with a publicly quiet, restrained personality who is challenging the words of a highly respected elder.

Having had a bunch of snow dumped on her might make her a tad rosy-cheeked, too, of course.

It didn't happen until panel two . . . After Nadette looked down towards Monica in panel one . . .

One suspects Monica's shirt is now somewhat wet after the snowdump . . .

Honestly, I think it has more to do with the things being said, than any ogling. Personally, I think she is looking at Monica's face, right around the nose or the mouth, in the first panel.

To me, the blushing would have more to do with the fact that she thinks she is correcting an elder, and said elder suddenly pities her for the things she said and acts like Nadette is now doomed. That would also indicate why she is still blushing, on the first panel of the next page, as she is still flustered at what just happened. Monica was downright afraid to stay near Nadette, after what Nadette had said.
