"Sir Slappy"? I shutter to consider how he got that nickname. Still, they seem to be on a friendly / insulty basis.
That last panel is such an an obvious ventriloquist riff - Connie drinking as Tepoz speaks while sitting on her knee, her right hand out of sight / up his backside - that I suspect I'm missing an inside joke of some kind.
