Atsali knows just exactly whats going on here. She also made the move in the last panel to show that she is not turning away any offers, just not ready to move that way yet. I am going with the incubus part of her nature gives her a strong sexual interest as well as an instinctual feel for how to move. I reread the comics covering her sexual experience and while it does show none with boys to speak of it says nothing about girls. I stipulate given her kissing ability that its not her first rodeo in that respect.

We might be at "comically missing the point" mode (look it up on TV Tropes at your own risk), but I also think Atsali is in awkward teenage mode, where she (like Aunt Monica) is too focused on herself to notice that someone else has the hots for her.
I'd wager that it will be Cricket that "notices" how much of a crush Nadette has on 'Sali. And Atsali will be too head-over-heels with Jacob to even notice.

Blank checks in Wapsiverse (and ours) can be perilous, which is why the young should be warned against it. My recommendation is to be wary of using globals in all conversation. Just as one shouldn't mistake kindness for weakness, one shouldn't mistake trust for naivety. Da Bears were there for Atsali on what could have been a terribly embarrassing day, and so she absolutely trusts them with her more intimate personal issues. She fully expects them to react to her species' magic, as she's not hiding it from them. Atsali likely sees Nadette as willing to suffer the effects of sirensong out of honest friendship, and is grateful for this depth of trust.
Atsali is not going to stop being a sirenubus; that is her form. She's still honing how to wield her voluptuousness, but wield it she must.

Well, that's the question with Cassandra. If Nadette can't avoid fate, what are the ethics of enjoying the small opportunities along the way?

There are two factors, here:
Either Atsali can be/is attracted to girls, or she is not.
Either Atsali is naive and oblivious to Nadette's feelings, or she is aware of them.
We also know that she is rather modest and shy about her sexuality, She does not despise her form, per se, but is afraid that people will think she is living out the siren's stereotype, should she be too forward in her behavior.
So:
- If she is aware of Nadette's feelings, and she is not attracted to girls, that kind of statement is a cruel thing to say, knowing she would/could never truly be Nadette's, and she would be giving her false hope.
From what we've seen of Atsali so far, that would seem out of character, to be acting so cruelly. - If she is aware of them, and she can be/is attracted to girls, that is quite the come-on, which she just gave Nadette.
However, having seen how reserved she normally is, it would still seem out of character to be that forward. I therefore don't think that is the case. She has also shown no indication of being attracted to girls. - If she is not aware of Nadette's feelings, and she can/is attracted to girls, she still seems too reserved to make that kind of comment and mean it in a relationship kind of way. Not only that, but if she is truly unaware of Nadette's feelings, she is not very likely to try to push in that direction, in my humble opinion (but then again, what do I know...)
- If she is not aware of Nadette's feelings, and she is not attracted to girls, then her statement is one of friendship, a thanks for the help Nadette just gave her, making it easier for Atsali to meet up with Jacob without fear of her siren attributes showing up in public.
