Yes, Tsillah is shadow. A being made of shadow. But just like looking at a negative image, her "shadow" looks (and feels) like a real person... And, negative image correlation notwithstanding, she still has a very real connection to her shadow, unlike us (or me, at the very least... can't really say about anyone else... ;) )

hmmm .... Isn't Tsillah also a shapshifter of sorts? I can't remember just how well she can 'shift.

What kind of storyline would be needed to Nadette and Tsillah to 'morph' into Atsali clones and require someone to play "guess which one is the real siren?"

What shape is a shadow?

OF COURSE she's a shapeshifter. An extremely good one.
What kind of storyline would be needed to Nadette and Tsillah to 'morph' into Atsali clones and require someone to play "guess which one is the real siren?"
It would undoubtedly involve a boy about Nadette/Atsali's age.
