Depends on the wording of the state law, I think. As far as we know, Atsali may not have been "exposed" on camera (depends how she was standing when her top ripped, and how fast she got her arms in place to protect her modesty... remember, she was facing away from the computer/camera when tussling with Castela). She was not portraying any actual or simulated sexual behavior. There's nothing in her words or actions which suggests she was intending to arouse any sort of sexual interest in anyone. The brief appearance of her wings was, as she said, just a sign of nervousness.
