So is Phix saying Katherine
didn't or couldn't adopt Atsali and Castela but Pratt and McBride
did? I was hopeing Kath did.

No, I don't read what she said that way.
I think she's saying "If it weren't for what Pratt and McBride did, the adoption could never have taken place." They acted in a way which was "above and beyond" what vampires are usually known for (presumably, most vampires are selfish and self-centered) and one result was that Atsali and Katherine both survived the Adventure, and Katherine was thus able to adopt Atsali and her prickly friend.
