No question:
Casino Royale (the original, not the 2006 version). It's already got its tongue firmly in its cheek.
The qualities of a good spy are discussed starting at around 3:10 - 3:45 in the film. I wonder which of the cast could play Debussy and might have sojourned in Tibet?

I agree that Casino Royale is easy to spoof because it already is one...And I do love me some Peter Sellers...but I'm a hardcore Goldfinger fan. That film is as easy if not easier to spoof ("Ejector seat? You're joking!")...or You Only Live Twice (for the volcano lair if nothing else)...

The best thing would be to take a few out of the various Bond films - just so everyone KNOWS what you're doing - and go from there.
I'm not 100% sure Brandi would be the ideal surrogate Bond, though. It'd seem too blaxsploitation-like.

She's also a tad too brilliant. Bond is canny, but usually the super-geniuses are on the bad guy's side or working in Q branch.

I would script it to parody several Bond films, the Man from Uncle, Get Smart (how do you parody a parody?), Young Frankenstein, any number of Sherlock Holmes references... hell, I would throw in 'Who's on first' and/or 'Casey at the bat' without too much effort...izard of Oz... (Mama Gotlieb riding a 'Mad Max' moped to the tune used as the witch's/knarley old biddy's theme!)-
