I'm a little surprised Bud wasn't briefed on this; the various peculiarities of the kids seems to be one of the things she might need to know. ("Bobby's fine, just keep him from eating meat. As long as he's kept vegetarian his dragon blood doesn't come out. If he does...um, you are fireproof, right?") Maybe she just got told Castela is a plant hybrid or something; it's clear she never saw Castela's bramble form.

I have a six-year old, and four-year old niece. They would both play like the rough-and-tumbleweed if they could.

I have never met a 15 year old who talks about herself (or about anything, really) like Atsali. She sounds like she's 9-10 rather than 15 (a 15 year old would NEVER refer to herself as a "kid," for example). Is it her upbringing in the orphanage that's responsible?

I think Atsali is more mature than most human 15-year-olds. Whether or not that is because she is a siren or because of her life experiences is hard to tell. But I think she realizes that even as a mature 15, she is still a child and has a lot to learn.

That certainly seems possible. It could be the sheer contrast between her orphanage years (where she had to "grow up too fast"), and what she and Castela have now (a real home, with a "mom" who is playing the mothering role with great enthusiasm). It may be the abrupt awakening into her adult Siren form - she wasn't expecting it so soon, and is somewhat overwhelmed by the implications. So, again, maybe she's overbalancing a bit in the other direction.
Her experiences during Katherine's Big Adventure might be contributing, too. She initially tried to play the knowledgeable adult adventurer role, and learned quite quickly that the world out there can be scary, dangerous, and painful. She ended up being saddled with a whole civilization's traumas and is, in some respects, at least partially responsible for their deaths. So, again, it's possible that this huge and overwhelming introduction to what it's like being an adult has pushed her back into the "Hey, I want to be a kid for once in my life mode.
And... we really don't know enough about Sirens to know how their emotional maturity develops, compared to us bog-standard humans. Her attitudes might be perfectly normal and predictable, for one of her species and age.
