Actually she's calming herself down, not working herself up. As an apex predator, and as she once demonstrated on another apo, strikes out when angry. She wants to be calm enough to chew them out, not chew then up.
What I find interesting is the parent-child behavior of Phix and the girls. Teenagers getting yelled at for causing trouble. IT fits as both Monica and Shelly can be considered children among immortals. Or as the song goes, "Mommy's gonna take the T-Bird away!"
Well, technically at least Monica is still "a kid"at this Titan-stuff. Shelly has 80000+ years of experience as a Sphinx, but not in the real world. So yeah, I think You are right in assessing the situation here. Momma Phix got saddled-up with quite the rambunctious "daughters" here.
Point is. They're Titans.. what on earth is Phix going to implement as punishment. Deny them access to comics in The Library?

It's not so much being a kid as Monica and Shelly adopting to a shift in their personal anxieties/emotional pressure/self awareness that could be compared to being similar to that of adolescence. Shelly had already started the process in the Time Forest but the real impact hadn't hit her until she returned to her normal human life. Monica is just starting to realize what being "The Jaguar Girl" means to her. They're both are at the stage where the intellectual part is hard to swallow but is at least understandable while the emotional part is still sneaking up and surprising them at all sort of odd moments. This leads to uncontrolled bursts of activity and emotion.
Phix, of course is trying to deal with this as the most rational adult figure available but is currently dealing with a bit of a initial handicap (do as I say, not as I did).
(As a useless aside, the phrase "called on the carpet" is first recorded in 1902 but is considered much older. In 19th-century America only very rich or powerful people would have a carpet or other floor covering for their office or conference room, so to be called on the carpet meant you were being questioned or reprimanded by the owners or other managers rich or powerful enough to have a carpet.)

That would be the worst punishment for them. Especially Monica. Exile her to a barren planet far away, the earth grid keeping her from poiting back. Let her just starve to death and come back over and over, even for just a year, let alone thousands of years. A fate much worse than death. I don't know if Shelinx has to eat to live. Her punishment might have to be more creative. Encase her in something she can't break out of for a few thousand years. Can't move, can't do anything. No "companion" even. No matter how powerful a being may think she is, there is always someone/something more powerful. Even the Golem Girls were held totally immobile by the calendar machine at one point.
I doubt a first offense is going to result in any real punishment. Phix will more likely appeal to their sense of right and wrong, making it clear they are not the only ones involved when they go off on a feral bender. If they must compete, take it to the island. Or maybe the specially constructed MIB paranormal gym. Built to handle beings from actual Tinkerbell type and sized fairies, to Godzilla sized Titans. Not that it would be nearly as much fun that way. Still, a good way to blow off steam.
Or maybe they'll be sent on a mission to get them out of everyone's hair for a while, and do something useful.

I don't think "punishment" is in order. They're good kids/adolescents/etc that caused a stir. Chalk it up to a movie demo/promo reel and call it a day.
As far as their behavior/expressions in relation to adolescence... Timotheus said it first and better than I would have. The factoid was just showing off :p

Which is why I was thinking of exile of as a possible outcome. I could easily see an altercation that ends with Phix saying "If you want to be an animal so badly, you can cool your heels on an uninhabited jungle world for a year and see how much you like it".

Another possibility that just occurred to me is that M (and possibly Shelly) could get enrolled in a mandatory "immigrating to Earth 101" class as a warning, and wind up meeting Atsali as a classmate. Hmm...

Meh...Phix is pretty safe when she's on her own turf remember? As long as M doesn't take it out on her later on one of her random trips outside the Library, Phix isn't going to be dealing with more than a sore jaw (or whatever gets punched by M). Besides, I seriously doubt M would respond to this with that kind of threat. She may be rolling her eyes, but she has to know that she was being careless and stupid.
Oooo...maybe their "punishment" will be babysitting duties for Atsali & Castela when needed! That could be fun to watch.

I'm just thinking that people in MPLS are probably used to the sight of paranormal activity. They see two women suddenly land with a CRUNCH in front of a Fish bar, they'll probably think it was some sort of publicity stunt.

Shelly in terms of Shpinx life span is maybe even younger?
Fitting punishment for Monica, ban her from the library for awhile. For Shelly, send her to charm school to learn proper decorum in all situations. Maybe have Monica attend too while waiting out her library ban. As to other effect for Shelly remember Phix is Shelly's Grandma! If I knew one thing that I held to as a kid it was "DON"T TICK OFF GRANDMA! EVER!!". She was all sweetness and love until you dug up her roses. Then the house fell on you.
Ambush questions are fun. Watching the mental impact of them as they distort, or crumble, opinions based on faulty logic.
zachariah I believe is right. Phix is trying to calm herself down to deal with the problem rationally,not violently. My2Cents, yeah I get that vibe, too. See my "motto" at the end of my post. Ray Hunt was a great teacher of people and horses. Phix is Shelly's Grandmother and Monica's mentor, ultimately they want to please her, not make her upset.
Make the wrong things difficult, and the right things easy. Notice the smallest change and the slightest try and reward him.

Monica grabs Phix and Shelly and poits them to the same roof where this misadventure began. Phix, trying to adjust to suddenly being poited starts to get angry but suddenly relaxes as the aroma reaches her senses and she starts to drool.
Monica: Um, yeah... Smell that?
Phix: Derp erm gurgle... slurp. Say, that smells really good... (insert loud tummy rumble from Phix)
