And he is still a growing boy! Imagine what the adults look like.
I would expect that the library’s filter for visitors would keep out those hostile to other visitors. It would be pretty hard to conduct quiet research if you were always running, hiding, or being eaten.

Could also explain why Tsillah had to leave those Cerberus pups outside the library/annex. The problem with such a filter is it would actually make Phix's actions seem even worse. It basically justifies the Apos she ate and the vampire she tried to straightup murder as non-hostile before she ever engaged them (sure, we know that about the vampires, but this means Phix would/should know that by default).
