Yes, it could have been worse... but it's bad enough.
With the TV frotzed, Katherine and Castela are going to be limited to media-viewing on their computers, or (perish the thought) on their cellphones.
Binge-watching Netflix on a 5" screen? Not terribly satisfying. Probably a human-rights violation or criminal neglect, or something like that.

She's already learned to do carefully-controlled fine-detail plasma burning, carving small rocks in the Canyon. If she can get her reflexes trained well enough to do that even when startled, I think she'd have a pretty good solution.
Although, having to explain to the police why the burgler they put under Citizen's Arrest has a beautiful, delicate Celtic-knot pattern burned into his sternum might be a bit difficult. I suppose MIB can explain it as a new fad in tattoos.

i think a light blast to a lower target would cause a faster surrender or at lest it would with me.
