Pretty much.
That's the peacock spider. They're roughly a tenth the size of the average human thumbnail. The males are the brightly colored ones and they actually do a dance shaking their abdomen, while waving their third pair of legs in the air.


There's another newly discovered member of Jumping spider with similar "paddles" on the 3rd pair of the male's legs called the peekaboo spider ( Jotus remus )

It's also worth mentioning that jumping spiders and wolf spiders are the smartest types of spider.
