My vote (if I get one) would be to use mutants and masterminds 2nd edition . It has all the capabilities for doing what y'all suggest and a definite skill tree similar to D&D 3.5/pathfinder. Ascension or stat boosting is easy enough and there are even rules for mundane style training to gain bet...
